Jillian de la Torre

Director, Housing First

Jillian de la Torre, MSW (she/her) Jillian began her journey with RCF Connects as Healthy Contra Costa’s Policy Advocacy Manager, working alongside community members, organizational partners, and systems leaders to advance economic justice, healthcare access, and educational equity. Today, she serves as RCF Connects’ Director of Housing First, where she leads a mighty team of three dedicated professionals committed to helping individuals and families experiencing housing instability access critical resources, secure stable housing, and build a stronger future.

Before coming to RCF, Jillian grew up here in the East Bay Area, where she returned after graduating from Reed College in Portland, OR, with a B.A. in English in 2020. Jillian graduated from the UC Berkeley School of Social Welfare with her Master’s in Social Work in 2024, with a specialization in Strengthening Organizations and Communities. She has worked in many different social work capacities; during and after college, she worked with homeless communities and as an advocate for survivors of IPV. In recent years, she completed a comprehensive evaluation of the housing strategy used at People’s Park in Berkeley, and she previously worked as a founding staff member at the first tiny house village for homeless young adults in the nation. She also currently serves on the Board of Directors of the Greater Richmond Interfaith Program (GRIP), where she grew up volunteering. Her passion for social justice, housing equity, and community empowerment reflects RCF Connects’ commitment to creating lasting, meaningful change in the communities we serve.
