Introducing the Douglas T. Corbin Aquatics Scholarship Program

CORBIN FAMILY LAUNCHES AQUATICS SCHOLARSHIP FUND TO EXPAND SWIM ACCESS FOR RICHMOND YOUTH 

RICHMOND, CA — The family of Douglas T. Corbin. a long-time resident of Richmond and advocate for children, has established a scholarship fund to help Richmond families pay for swimming lessons for their children and to assist those who are training to be lifeguards for the City of Richmond. 

The Douglas T. Corbin Aquatics Scholarship Program, established through the RCF Connects (Richmond Community Foundation), will partner with the City of Richmond to provide scholarships for swimming students who demonstrate need and stipends for lifeguards in training.

Beginning this winter swim scholarships will help cover registration fees at the Richmond Swim Center and the Richmond Plunge. Typical session fees range from $48 to $96 depending on age and length of session. Eligible families may receive up to 50% off per child per session, with a maximum of $300 per year, subject to availability. 

The stipends for lifeguard training will be capped at $300 per person and will be awarded at the beginning of training with the commitment to work for the City of Richmond. The lifeguard recruitment drive will take place in February & March 2026, with training beginning in April. 

This partnership of the Corbin Family, RCF Connects, and The City of Richmond advances equitable recreation access, strengthens youth safety, and preserves the legacy of local leadership in community-centered swim education.

Requirements:

  • Be a Parent/Guardian of a child between 3–12 years old
  • Be a Richmond Resident
  • Meet the Family Income Guidelines established by the program

Instructions:

  • Enroll in the Douglas T. Corbin Aquatics Scholarship Program
  • Complete and submit the Low Income Application (English or Spanish) along with supporting documents in person to the Registration office located at 3230 Macdonald Ave or online via email to CSDRegistration@ci.richmond.ca.us.

About the Douglas T. Corbin Aquatics Scholarship Fund

Douglas T. Corbin was a life-long swimmer and worked his way through law school as a lifeguard. He served as the Juvenile Court Referee for Contra Costa County for 15 years, and in retirement he served as the President of the Early Childhood Mental Health Program. His interest in the well-being of children and his love of swimming make this tribute particularly appropriate.
